D\u00f6nemin siyasal atmosferinin \u015fekillendirdi\u011fi\ngeli\u015fme eksenleri \u00f6\u011frenci gen\u00e7li\u011fin sorunlar\u0131n\u0131 ve taleplerini \u00fclkedeki siyasal\nm\u00fccadelelerle s\u0131n\u0131fsal zeminde ortakla\u015ft\u0131rma imk\u00e2n\u0131 sa\u011flad\u0131\u011f\u0131 \u00f6l\u00e7\u00fcde \u00f6\u011frenci\ngen\u00e7lik hem \u00fcniversitenin kabu\u011funu k\u0131rm\u0131\u015f hem de kendi d\u0131\u015f\u0131ndaki m\u00fccadelelere\nbir dinamizm katabilmi\u015ftir. <\/p>\n\n\n\n<p>Gen\u00e7li\u011fin\nd\u00fcnyay\u0131 sarst\u0131\u011f\u0131 68 r\u00fczgar\u0131, T\u00fcrkiye&#8217;de kendisine anti-emperyalist bir h\u00fcviyet\nbulmu\u015f ve o d\u00f6nemin m\u00fccadele ekseni anti-emperyalizm olmu\u015ftur. 1971 devrimci\nkopu\u015fu ile \u00f6\u011frenci gen\u00e7lik politik d\u00fczey olarak daha ileri seviyeye gelmi\u015ftir.\n1974-1979 d\u00f6nemlerinde niteliksel ve pratik bir s\u0131\u00e7rama ger\u00e7ekle\u015ftiren \u00d6\u011frenci\nHareketi anti- fa\u015fist bir m\u00fccadele ekseninde geli\u015fmi\u015ftir.<\/p>\n\n\n\n<p>1980 Fa\u015fist\nDarbesi toplumsal ve siyasal hayatta bir alt-\u00fcst olu\u015fa sebep olmu\u015ftur. Yeni bir\nsermaye birikimine ge\u00e7menin (neoliberalizm) gerektirdi\u011fi program\u0131 hayata\nge\u00e7irirken engel olu\u015fturabilecek b\u00fct\u00fcn demokratik g\u00fc\u00e7leri ezme stratejisi\nizlenmi\u015ftir. \u00d6\u011frenci gen\u00e7lik hareketleri de bundan nasibini alm\u0131\u015f, ilk\na\u015famalarda ciddi anlamda bir s\u00f6n\u00fcmlenme ya\u015fanm\u0131\u015ft\u0131r. \u00d6\u011frenci gen\u00e7li\u011fin ilk\nhareketlenmeleri 1987 y\u0131l\u0131nda 14-15 Nisan &#8216;Tek Tip \u00d6\u011frenci Derne\u011fi Yasas\u0131&#8217;\neylemleriyle birlikte filizlenmi\u015ftir. Bu eylemlerle birlikte toparlanma\ns\u00fcrecine giren gen\u00e7lik hareketinin m\u00fccadele ekseni, 12 Eyl\u00fcl Fa\u015fist Darbesi&#8217;ne\nve onun yaratt\u0131\u011f\u0131 kurumlara ve politikalara kar\u015f\u0131 bir \u00e7er\u00e7eve de geli\u015fmi\u015ftir.<\/p>\n\n\n\n<p>1991 y\u0131l\u0131nda\nyine sessizle\u015fen \u00f6\u011frenci gen\u00e7lik, 1995-1996 y\u0131llar\u0131nda \u00d6\u011frenci Koordinasyonu\ns\u00fcreciyle birlikte ciddi bir teorik ve pratik s\u0131\u00e7ray\u0131\u015f ger\u00e7ekle\u015ftirmi\u015ftir.\nDenilebilir ki 12 Eyl\u00fcl Fa\u015fizmine \u00f6\u011frenci gen\u00e7li\u011fin kitlesel cevab\u0131\nKoordinasyon\u2019la gelmi\u015ftir. \u00d6\u011frenci Koordinasyon\u2019u hem eskiye bir reaksiyon\nvererek yeni bir ku\u015fak yaratm\u0131\u015ft\u0131r hem de yeninin \u00f6rg\u00fct\u00fc olmu\u015ftur. <\/p>\n\n\n\n<p>K\u0131saca\n\u00e7er\u00e7evesini \u00e7izdi\u011fimiz b\u00fct\u00fcn bu d\u00f6nemlerde \u00f6\u011frenci gen\u00e7lik hareketi, her\nd\u00f6nemin kendi \u00f6zg\u00fcnl\u00fc\u011f\u00fcnde teorik ve pratik s\u0131\u00e7ray\u0131\u015flar ger\u00e7ekle\u015ftirmi\u015f ve bu\ns\u0131\u00e7ray\u0131\u015flar\u0131 yal\u0131t\u0131lm\u0131\u015f bir grup olma bariyerini k\u0131rarak d\u00f6nemin \u00fcniversite\n\u00f6\u011frencileri i\u00e7inde yayg\u0131nla\u015ft\u0131rm\u0131\u015f ve duru\u015funu \u00fcniversitesinin hegemonik\nsiyaseti haline getirmi\u015ftir. <\/p>\n\n\n\n<p>Elbette 1996&#8217;dan bug\u00fcne \u00f6\u011frenci gen\u00e7li\u011fin kompozisyonunda, k\u00fclt\u00fcr\u00fcnde ve siyasi tahlillerinde bir dizi de\u011fi\u015fim ger\u00e7ekle\u015fmi\u015ftir. Fakat Koordinasyon benzeri bir kitleselle\u015fme ve teorik-pratik s\u0131\u00e7ray\u0131\u015f ya\u015fanmam\u0131\u015ft\u0131r. (Burada kitlesellikten kas\u0131t, kafa say\u0131s\u0131na g\u00f6re tariflenen nicel bir veri de\u011fil \u00fcniversitelilerin rahats\u0131zl\u0131klar\u0131n\u0131 ve verili durumdan \u015fikayetlerini anlayan, siyaseten bunlarla ba\u011f kuran bir fikri devrimcile\u015ftirerek \u00f6rg\u00fctlendirmesidir.) Hatta denilebilir ki, <strong>Haziran \u0130syan\u0131\u2019n\u0131n yerle\u015fik b\u00fct\u00fcn siyaseti sarsan etkisi \u00fcniversiteye ayn\u0131 oranda yans\u0131mam\u0131\u015f, bu etki \u00f6\u011frenci gen\u00e7li\u011fin ya\u015fad\u0131\u011f\u0131 krizleri par\u00e7alayacak bir buz k\u0131r\u0131c\u0131s\u0131na d\u00f6n\u00fc\u015ft\u00fcr\u00fclemeyerek, tarihsel imk\u00e2nlardan biri heba edilmi\u015ftir.<\/strong><\/p>\n\n\n\n<p><strong>G\u00fcn\u00fcm\u00fcz\nGen\u00e7lik Hareketi\u2019nin Kodlar\u0131<\/strong><\/p>\n\n\n\n<p>Kapitalizmin\ngerek d\u00fcnya da gerekse T\u00fcrkiye\u2019de geli\u015fmesiyle birlikte b\u00fct\u00fcn kesimlerin oldu\u011fu\ngibi \u00f6\u011frenci gen\u00e7li\u011fin de sorun ve talepleri \u00e7e\u015fitlenmi\u015f ve \u00e7o\u011falm\u0131\u015ft\u0131r. Bu\nde\u011fi\u015fim bize, \u00f6\u011frenci gen\u00e7li\u011finin durumunun ve krizinin politik tahlilini bunun\nard\u0131ndan yeni hareket tarz\u0131yla -bunu bir isme indirgemeyerek- bir \u00f6rg\u00fctleme\niradesini a\u00e7\u0131\u011fa \u00e7\u0131karma sorumlulu\u011funu y\u00fcklemektedir. Bunun i\u00e7in de en ba\u015ftan\n\u00d6\u011frenci Hareketi ve \u00fcniversite siyasetini tan\u0131mlamak elzemdir.&nbsp; <\/p>\n\n\n\n<p>Var olan\nideolojik potansiyeli ve bu potansiyeli ba\u015fka alanlara ta\u015f\u0131yacak dinamizmi\nnedeniyle, toplumsal m\u00fccadelelerin motor g\u00fcc\u00fc \u00d6\u011frenci Hareketi\u2019dir. Memleketi\nkas\u0131p kavuracak bir \u00d6\u011frenci Hareketi\u2019nin varl\u0131\u011f\u0131, dayat\u0131lan steril, yal\u0131t\u0131lm\u0131\u015f,\nbencil bir ya\u015fam\u0131; \u00fcreterek, de\u011fi\u015ftirerek ve dayan\u0131\u015fmayla a\u00e7\u0131\u011fa \u00e7\u0131kan yeniden\nkurma iradesinin kar\u015f\u0131l\u0131\u011f\u0131 olacakt\u0131r. <\/p>\n\n\n\n<p>\u00dcniversite siyaseti\nbasit bir anlamda gen\u00e7lik \u00f6rg\u00fctlerinin insan say\u0131s\u0131n\u0131 artt\u0131rd\u0131\u011f\u0131 bir mecra ya\nda tabanlar\u0131n\u0131 geni\u015flettirmek i\u00e7in ili\u015fkilendi\u011fi bir a\u011f de\u011fil, g\u00fcndelik hayat\u0131n\n\u00e7eli\u015fkileriyle y\u00fcz y\u00fcze gelinen ve bu \u00e7eli\u015fkileri politikle\u015ftirerek \u2018hayat\u0131n\nkendisini \u00f6rg\u00fctleme\u2019 iddias\u0131n\u0131n \u00f6nemli somut kar\u015f\u0131l\u0131klar\u0131n\u0131n oldu\u011fu bir\nzemindir.<\/p>\n\n\n\n<p>1996\u2019dan bu\nyana \u00f6zg\u00fcn bir teorik ve pratik s\u0131\u00e7rama ger\u00e7ekle\u015ftiremeyen \u00d6\u011frenci Hareketi\u2019nin\nbug\u00fcnk\u00fc y\u00fckseli\u015finin parolas\u0131, yaln\u0131zca \u00f6\u011frenci gen\u00e7li\u011fin her talebini\nalmas\u0131nda de\u011fil bunun yan\u0131nda bu hedeflere ula\u015f\u0131labilirli\u011fe \u00f6\u011frencileri\ninand\u0131rmas\u0131nda gizlidir. Bu tespitin ard\u0131ndan tarihin \u00f6n\u00fcm\u00fcze att\u0131\u011f\u0131 soru\n\u015fudur: Tahayy\u00fcl edilen ya\u015fam\u0131, o \u2018ba\u015fka\u2019 bir d\u00fcnya, \u2018ba\u015fka\u2019 bir \u00fcniversiteye\ndair hedeflerin inand\u0131r\u0131c\u0131l\u0131\u011f\u0131 nas\u0131l sa\u011flan\u0131r?<\/p>\n\n\n\n<p><strong>G\u00fcven\nya da \u0130nanmak<\/strong><\/p>\n\n\n\n<p><em>\u201cKazanaca\u011f\u0131z! Dayan\u0131\u015fmayla, sevgiyle ve\nbirbirimize g\u00fcvenerek.\u201d &#8211; Vedat T\u00fcrkali<\/em><\/p>\n\n\n\n<p>En\nson s\u00f6yleyece\u011fimizi en ba\u015ftan s\u00f6yleyelim: \u0130nand\u0131rman\u0131n ve inanman\u0131n \u00f6n ko\u015fulu\ng\u00fcvenmektir. <\/p>\n\n\n\n<p>Neoliberalizm\nya\u015fam\u0131m\u0131z\u0131n her alan\u0131na sirayet etmekte ve korku temelli bir programla\nki\u015filiklerimize sald\u0131rmaktad\u0131r. Bu sald\u0131r\u0131, bencilli\u011fi, rekabeti, h\u0131rs\u0131,\nbirbirini d\u00fc\u015f\u00fcnmemeyi a\u015f\u0131lamay\u0131 hedeflerken yapmam\u0131z gereken gerek insan\nili\u015fkilerinde gerekse yapaca\u011f\u0131m\u0131z sosyal-k\u00fclt\u00fcrel \u00e7al\u0131\u015fmalarda alternatif\nyaratmak olmal\u0131d\u0131r. At\u0131lan her ad\u0131mda kendini yeniden \u00fcreten neoliberal\nhegemonya ancak rekabetin kar\u015f\u0131s\u0131na yolda\u015fl\u0131\u011f\u0131, bencilli\u011fin kar\u015f\u0131s\u0131na\ndayan\u0131\u015fmay\u0131 koyarak ve bunlara uygun pratik s\u00fcre\u00e7leri hayata ge\u00e7irerek\nk\u0131r\u0131labilir. Bu bak\u0131\u015f a\u00e7\u0131s\u0131yla olu\u015fturulacak ili\u015fki a\u011f\u0131 sistemin bir ele\u015ftirisi\nolmakla beraber sistemin dayatt\u0131\u011f\u0131na alternatif sunma y\u00f6n\u00fcyle de \u00f6n a\u00e7\u0131c\u0131 bir\nhamle olacakt\u0131r.<\/p>\n\n\n\n<p>K\u0131saca, <strong>geni\u015f sosyal a\u011flarla \u00fcniversitelerde k\u00f6k salmak ve bu k\u00f6klerden g\u00fcven ili\u015fkisini ye\u015ferterek olu\u015fturaca\u011f\u0131m\u0131z yan yana geli\u015flere politik bir muhteva kazand\u0131rmak bug\u00fcn\u00fcn asli sorumlulu\u011fudur. Bu \u00e7er\u00e7evesi \u00e7izilen stratejiye toplumsalla\u015fma diyebiliriz.<\/strong><\/p>\n\n\n\n<p>Bu\nkavramsalla\u015ft\u0131rma bizi \u015fu soruya g\u00f6t\u00fcrecektir:<\/p>\n\n\n\n<p><strong>Bir\nstrateji olarak toplumsalla\u015fmay\u0131 hayata nas\u0131l ge\u00e7irebiliriz?<\/strong><\/p>\n\n\n\n<p>Fa\u015fizmin\nald\u0131\u011f\u0131 yol bize \u015funu a\u00e7\u0131k\u00e7a g\u00f6stermektedir: Ya\u015famak i\u00e7in \u00f6rg\u00fctlenmek esast\u0131r!\nFakat tabii ki bu form\u00fclasyonun hayata ge\u00e7irili\u015fi bu kadar basit de\u011fil. Bu\nnoktada odak noktas\u0131 \u00f6rg\u00fctlenmeye -ki bu bir kere olan ve s\u00f6zle ifade edilen\nbir durum de\u011fil- kap\u0131 aralayacak kanallar ve zeminler yaratabilmektir. <\/p>\n\n\n\n<p>Ku\u015fkusuz\nb\u00fct\u00fcn bunlar i\u00e7in inat\u00e7\u0131, emektar ve sab\u0131rl\u0131 olarak hayal etti\u011fimiz \u00fcniversite\nile s\u00f6m\u00fcr\u00fcn\u00fcn olmad\u0131\u011f\u0131 adaletli \u2018ba\u015fka\u2019 bir d\u00fcnya kurma m\u00fccadelesini\nb\u00fct\u00fcnle\u015ftirmek ve bunun i\u00e7in yeni bir hareket tarz\u0131n\u0131 in\u015fa etme iradesini\ng\u00f6stermek, akl\u0131m\u0131zdan \u00e7\u0131kmamas\u0131 gereken ba\u015fka bir husustur. <\/p>\n\n\n\n<p><strong>Toplumsalla\u015fman\u0131n\nsonu\u00e7lar\u0131: En a\u015fa\u011f\u0131dan gelen \u00d6\u011frenci Hareketi<\/strong><\/p>\n\n\n\n<p>Bir strateji\nolarak toplumsalla\u015fman\u0131n sa\u011fland\u0131\u011f\u0131 \u00f6l\u00e7\u00fcde hem maddi hem politik anlamda kendi\n\u00f6z g\u00fcc\u00fcne g\u00fcvenen, \u00f6\u011frencinin \u00f6z \u00f6rg\u00fct\u00fcn\u00fcn in\u015fas\u0131 hedefi yak\u0131nla\u015facakt\u0131r. Bu\ntahlilden hareketle sekter bir jargonla kurulan ve mekanik d\u00fczeyde kalan\n\u00f6\u011frenci gen\u00e7li\u011fiyle ili\u015fkilenme anlay\u0131\u015flar\u0131 mahkum edilmelidir. Ku\u015fkusuz mahkum\nedilen bu anlay\u0131\u015f\u0131n kar\u015f\u0131s\u0131na alternatif bir bak\u0131\u015f a\u00e7\u0131s\u0131 sunmak hem bir\nzorunluluk hem de b\u00fcy\u00fck bir ihtiya\u00e7t\u0131r.<\/p>\n\n\n\n<p>Bug\u00fcn\n\u00d6\u011frenci Hareketi\u2019nin ya\u015fad\u0131\u011f\u0131 en b\u00fcy\u00fck krizlerden birisi sistemin ve sistemin\ntemsilcisi egemenlerin yaratt\u0131\u011f\u0131 \u2018sola \u00f6c\u00fc gibi bakma\u2019 alg\u0131s\u0131d\u0131r. Bu alg\u0131\npratik s\u00fcre\u00e7 ve yakla\u015f\u0131mlarla a\u015f\u0131lmad\u0131k\u00e7a \u00f6\u011frencilerle sa\u011fl\u0131kl\u0131 bir ili\u015fki\nkurulamamakta kurulsa da bu ili\u015fkinin s\u00fcreklili\u011fi sa\u011flanamamaktad\u0131r. \u00d6\u011frenci\nHareketi\u2019nin bu noktada s\u00fcrekli \u2018\u00fcst siyaset\u2019 konu\u015fmas\u0131 ve tart\u0131\u015fma s\u0131n\u0131rlar\u0131n\u0131\nburada do\u011fru \u00e7izmesi bahsedilen alg\u0131y\u0131 besleyen bir yerde durmaktad\u0131r. Bu alg\u0131,\nhayat\u0131n b\u00fct\u00fcn alanlar\u0131n\u0131 payla\u015faca\u011f\u0131m\u0131z ve ya\u015famlar\u0131m\u0131z\u0131 aynala\u015fmadan\nortakla\u015ft\u0131raca\u011f\u0131m\u0131z bir yolda\u015fl\u0131k hukukunun var edilmesiyle da\u011f\u0131t\u0131lacakt\u0131r.\nBunun i\u00e7in yapmam\u0131z gereken en a\u015fa\u011f\u0131ya inerek sesi duyulmayan \u00f6\u011frencinin sesi,\nisyan\u0131 duyulmayan \u00fcniversitelinin isyan\u0131 olmakt\u0131r. &nbsp;<\/p>\n\n\n\n<p><strong>SONU\u00c7\nYER\u0130NE<\/strong><\/p>\n\n\n\n<p>T\u00fcrkiye\n\u00d6\u011frenci Hareketi\u2019nin bug\u00fcnk\u00fc krizi, planl\u0131 programl\u0131 bir m\u00fccadele ekseninin\neksikli\u011fi ile beraber bu program\u0131n \u00f6\u011frenciler nezdinde inand\u0131r\u0131c\u0131l\u0131\u011f\u0131n\u0131\nsa\u011flayamama sorunudur. Bu sorunun \u00e7\u00f6z\u00fcm\u00fc yukar\u0131da \u00e7er\u00e7evesi \u00e7izilen toplumsalla\u015fma\nstratejisinin somut ad\u0131mlarla hayata ge\u00e7irilmesinde gizlidir. <\/p>\n\n\n\n<p><strong>\u00d6\u011frenci Faaliyeti olarak hem maddi hem politik anlamda kendi \u00f6z g\u00fcc\u00fcne g\u00fcvenen devrimci bir \u00f6\u011frenci hareketinin in\u015fas\u0131n\u0131 ger\u00e7ekle\u015ftirmeyi kendimize g\u00f6rev biliyoruz.
